Why is piccolo so weak

Cell begins as a frail and imperfect being who must absorb the energy from others, specifically Androids 17 and 18, to gain perfection. There are numerous opportunities to dispose of Cell before he becomes whole, but they all go squandered, and the Z Warriors ultimately need to face him at his most dangerous. Individuals who have been around since the original series, like Goku and Krillin, literally mature from children into adults with their own families. Master Roshi establishes strong ideals in Krillin, which he never abandons.

The introductions of multiple universes spices up Dragon Ball Super in a number of exciting ways, but one of the biggest changes that it presents is the addition of new Saiyans from Universe 6. Cabba, Caulifla, and Kale all come with admirable fighting spirits, but they lack formal training. Super also canonizes decades old fan theories in ways that very naturally tie into the overall fabric of Dragon Ball's world in satisfying ways. All in all, Dragon Ball, Z, and Super are all well worth experiencing.

Most of the climatic conditions that they worked in were probably mild. I'm thinking the Dragon Clan members possess an average power level of -- the same as the suppressed Warrior Clan fighters. We see one Dragon Clan member attempt to blast Zarbon. In the Saiyan Saga, Piccolo was the second strongest hero in the anime. He was the one who did most of the fighting against Nappa while the Z-Warriors waited for Goku to return from King Kai's planet.

Later, the Namekian warrior faced down Frieza in his second, third, and final forms. As Vegeta transitioned into a heroic role and Gohan grew in power, the main story became much less dependent on Piccolo's power.

However, Piccolo did get a few chances to show his power during the Universe 6 Saga and the Tournament of Power. Is Piccolo still evil? Has Piccolo killed anyone? Why is Piccolo Jr not evil? Why did Piccolo stop being evil? Why did King Piccolo kill shenron? Who killed Piccolo? Why does Piccolo kill Goku?
